Caligula (1979) - Malcolm McDowell,  Peter O'Toole

The lesson of Caligula is that men who have power and have not their desires and passion in check and who rage with wanton cruelties of the inane will always as been the case throughout history suffer the consequence of deposition by the livid as the human condition cannot be sustained while such abuses are allowed to prevail in the open and with no sense of justice in sight.

The expression "for Britain we sail" used by Caligula in the movie suggests that such types have to be made unwelcome so the never reach your shores and if found already amidst your own, should be swiftly dispatched with justice out of harms way. The "raging demonic witch" that is the persona of Caligula is one that feeds on cruelty where opportunity is present in that there is no deterrence in their midst before their minds form as they do - insane with injustice in order to vent and feed a satanic soul that is sadistic inane. Many butchers at Auschwitz were of just this mindset.
